How Joe finds the actual fault
The casing comes off. That sounds obvious, and it is the step that gets skipped most often when someone is working to a fifteen minute slot.
From there it is a process rather than a guess: pressure and flow, gas pressure at the valve, the electrics, then the component the symptoms point at. The boilers Joe sees most round here

If you can smell gas, ring this number first
National Gas Emergency, 0800 111 999, before you ring anyone else. Turn the gas off at the meter, open the windows and leave the electrical switches alone. Same if a carbon monoxide alarm goes off: get everybody out, then ring that number. Joe can sort the repair afterwards, but that call comes first.
Repair it, or replace it?
The honest version, which cuts both ways.
If the boiler is under about ten years old, this is its first real fault and the part is a common one, repair it. A three hundred pound fix on a boiler with years left in it is money well spent, and anybody telling you otherwise is selling.
If it is fifteen years old, this is the third callout in two winters, and the quote is creeping towards a four figure sum, you are propping something up.
At that point Joe will say so, even though the repair is the easier sale, and you can look at a new boiler installation instead with the money going somewhere useful.
The awkward middle ground is a boiler around twelve years old with an expensive part gone. There is no formula for it. Joe will tell you what he would do if it were his house, and then it is your call.
